he European Union Deforestation Regulation (EUDR) is an EU regulation that strictly governs trade in deforestation-relevant products.
Its main goal is to reduce global deforestation, combat climate change, and protect biodiversity.
Companies that import certain commodities and products into the EU or trade in them must provide comprehensive evidence of the sustainability of their supply chains and demonstrate that they are “deforestation-free”.
In principle, the EUDR affects all companies that trade certain raw materials and/or products (see the following section for details) within the EU or import them into the EU.
The following deadlines apply:
From 30 December 2025: Full implementation of the EUDR requirements by large companies
From 30 June 2026: Until then, small and medium-sized enterprises (SMEs) have time to adapt to the Regulation. SMEs include all companies with fewer than 250 employees and either a maximum annual turnover of EUR 50 million or a maximum annual balance sheet total of EUR 43 million.
The EUDR is a very extensive set of regulations, and it is not always entirely clear whether a company is affected and to what extent. In addition to the general compliance obligation for reporting, the actors are also classified according to their role in the supply chain.
Put very simply: A market operator (also an importer or first placer on the market) initially places products on the EU Union market, whereas a trader only trades in these products.

Companies affected by the EUDR must review their supply chains and products in line with the requirements and document them comprehensively by the specified dates. Delays can have serious consequences such as loss of market access, heavy fines (up to 4 percent of turnover) and an immediate import ban.
The EU maintains a list of raw materials (so-called commodities) and products associated with deforestation and identifies them by their customs tariff numbers (HS codes). The following raw materials and products are affected:
Wood (Ch. 44, 48, 49, HS Code 9401, 9403, 9406)
Cattle (HS Code 0102, 0201, 0202, 0206, 1602, 4101, 4104, 4107)
Soy (HS Code 1201, 1208, 1507, 2304)
Palm oil (HS Code 1207, 1511, 1513, 2306, 2905, 2915, 3823)
Coffee (HS Code 0901)
Cocoa (HS Code 1801-1806)
Rubber (HS Code 4001, 4005-4008, 4010-4013, 4015-4017)
Products that contain these raw materials or are made from them must also comply with the EUDR requirements. This means the regulation affects an immensely large number of companies.
